The ‘swinging’ this weatherman was talking about involves couples swapping significant others for sexual purposes. Sometimes, this involved putting your keys in a fish bowl to determine who you’d be having relations with, which he describes in the video above.

Whether you’re swinging on a swing-set or swinging with the wife of your best friend, you’re still getting some sort of physical activity, as pointed out by the weatherman towards the end of the now viral video.
